I've never used a template... I had assumed it came with runes and weapon mods in addition to skills.

But it will never happen because no one would ever buy the extra character slots for 10$ when they get released

Now I have considered this possibilty, and it's not without merit. A-net certainly has the right to charge people for the additional character slots and I for one will be buying additional slots once they become available. The largest thing to consider is that I believe the main market for the additional slots is the PvE community. Is there a sizable cross section between PvP and PvE that this would affect? Certainly, however I believe if you're to weigh the long term benefits of speeding up the match making process, vs the possibilty of short term lost revenue in additional character slots, I think you would see they would see that implementing a feature like this is in their greater benefit.
I'll make myself a case in point. I played alot of HA (tombs at the time) and guested some GvG awhile about 6 months back. The problem that eventually forced me away from that was the vast amounts of time it took to make good groups. I would come home from work and have at most an hour or two of quality time to go. Unfortunately the first 30-45 minutes of that would be spent putting together the "build". Couple that with the fact that if things went wrong you'd have to rebuild the group, it eventually became too frustrating for me to do on a daily basis. While I miss the quality of the competition that I would get at the higher levels of play, it became not worth the aggravation.Personally, I found other ways in the game to spend my time, albeit in shorter bursts. Others may not do so and I think that is where having an option that makes match making more available to people, makes it worth more in the long run than revenue in character slots. Perhaps I'm off base, but that's just my .02 on the subject.

Why stop there? ANET could easily setup a way for people to share templates so that others, who have the skills/weapon upgrades necessary, could look up and use templates people have made public. Guildwars itself could become gwkb.org.
